Apart from Delhi Government, no other government in the country has the guts to present its Outcome Budget- Manish Sisodia

Delhi:EROS TIMES: The Kejriwal Government is the only government in the whole country, which has been keeping its progress report and public expenditure in front of the public with complete transparency for the past 5 years continuously through the Outcome Budget. In this series, Deputy Chief Minister Manish Sisodia who holds the finance portfolio presented the Outcome Budget for the financial year 2021-22 before the house in the assembly on Friday.

On this occasion, Sisodia said, “in the 75 years of the country’s independence, many governments came to India, but under the leadership of Chief Minister Arvind Kejriwal, the Delhi government is the only government which started this tradition and fixed its own accountability to the residents. Idea is to let people know where the proposals introduced in the previous year’s budget stand and how it is benefitting people of Delhi. Whether we were able to work on our promises or not. The Kejriwal government does not get stuck in files and rhetoric, it fulfills all its promises.”

*What is the Kejriwal Government’s Outcome Budget?*

Outcome Budget is an annual exercise of the Kejriwal Government that seeks to ensure complete transparency and accountability in public spending. This is ensured by mapping budget outlays to 1,036 Output and Outcome indicators. When the government initiates a scheme and allocates funds for basic infrastructure and capital expenditure, this is the output. But Outcome refers to the benefits that people get from that scheme. For example, if the government installs an X-ray machine in a hospital, it is the output of the government, but how many people have been tested through that machine is its outcome.

*Key Highlights of Outcome Budget 2021-22*

-> In the last budget, the Kejriwal government proposed building new classrooms in schools, and has developed 13,181 new rooms in Delhi Government Schools till December 2021.

-> In 2021-22, the enrollment in Delhi Government Schools has reached a new high. Number of students studying in Delhi Government Schools has increased from 15 lakh to 18 lakh students.

-> During 2021-22, 20 Schools of Specialized Excellence (SoSE) were started which cover the domains of STEM, Humanities, Performing and Visual Arts, and High End 21st century skills with about 2300 students. The Kejriwal Government has now added 11 new SoSEs to this list. This year applications for these schools have crossed the mark of 48,000.

-> As promised in the budget 2021-22, Delhi Government has set up Delhi Board School Education (DBSE) and 30 schools have been affiliated with it. DBSE has tied up with International Baccalaureate (IB) to provide world-class education to children from all socio-economic backgrounds. Next year 2312 students will appear for the exams under DBSE.

-> Delhi Government has introduced Deshbhakti curriculum in all the Delhi Government schools. From next year, it will be introduced in private schools too.

-> Last year, Delhi Government had introduced the “Business Blasters” program to inculcate the entrepreneurship mindset among students of Delhi government schools. Under this program, 3 lakh students were provided the seed money of Rs 2000 per student which led to the generation of 51000+ new business ideas. Expo for 126 selected ideas was held and now investors from all across the country are investing in them. Delhi Government has reserved the 673 seats for these students in state universities like DTU, IGDTUW, NSUT. Next year onwards, it will be implemented in private schools too.

-> Desh ke Mentor Program has been launched in Delhi Government Schools to help students make informed career choices. For this 50,000 mentors have volunteered to guide over 1 lakh students.

*Higher-Education*

-> Work of establishing the Delhi Sports University is already in progress. 80 acres of land in Hirankudna has already been notified for the campus. From next year it will be ready to train 250 budding sportspersons.

-> Delhi Teachers University was established by the Delhi Government this year. It will cater to the needs of improvement in the field of teacher education and will provide international exposure and learning to the budding teachers.

-> Beneficiaries of “Merit-cum-Means Linked Financial Assistance Scheme” have increased from 3700 in 2019-20 to 7000 in 2021.

*Technical Education*

-> Delhi Government started Delhi Skill and Entrepreneurship University with 6,300 students studying in 15 campuses. In the next session, 11 more campuses will be added to it, so that 2500 new students will get admission in the university.

-> Delhi Government has started the “Dilli Ki Yogshala” program for residents of Delhi. Under this trained yoga instructors are providing their services at 370 spots, to 9000 people across Delhi.

*Health*

-> 520 Aam Aadmi Mohalla Clinics have treated over 1.44 crore patients from April – December 2021. Average footfall in Mohalla clinics across Delhi is 60,000 patients per day. According to a survey conducted directly with 2500 patients who visited Mohalla Clinics, 90% said they are satisfied with the services at Mohalla Clinics. More than 85% of patients reported that they waited less than 20 minutes before meeting a doctor.

-> Delhi Government has increased the number of hospital beds from 10,055 in 2019-20 to 13,844 beds in Dec’ 21 across all of Delhi Government’s hospitals. According to a survey conducted directly with 2200 patients who visited Delhi govt hospitals, 77% patients have reported satisfaction from the services at Delhi Government’s hospitals.

-> Oxygen beds in Delhi Government’s hospitals have been increased from 3865 beds in 2019-20 to 9243 beds in Dec’ 21.

-> 100% of the population of Delhi has received the first dose of COVID vaccine. 90% have received a second dose of COVID vaccine and 70% teenagers have received both doses of vaccine in Delhi. This is the highest in the country.

*Transport*

-> Taking a fresh start, the Kejriwal government made the facilities of RTO offices faceless, which has benefited 5 lakh people so far.

-> 3 crore pink tickets distributed under the free bus travel scheme for women in DTC and Cluster buses in the month of Dec’ 21.

-> Delhi Government came up with a progressive EV policy in 2020 with a target for reaching 25% share of EVs in new vehicle registrations by 2024. Delhi has already emerged as the EV capital of India and has become the first state/UT to cross 10% share of EVs in new vehicles registered in Feb’ 22.

*Public Works Department*

-> The Kejriwal government had promised that on the 75th anniversary of the country’s independence, 500 tricolors will be hoisted in Delhi, so far 125 flags have been installed. 200 flags will be installed by April 30 and all tricolors will be installed by August 15.

-> The target was to install 1.5 lakh CCTVs in Delhi last year. 1.33 lakh CCTV cameras have been installed till December.

-> So far, a total of 2.75 lakh CCTV cameras have been installed in Delhi. International magazines have also admitted that there is no CCTV network as dense as Delhi anywhere in the world.

-> A total of 10,500 free Wi-Fi spots have been installed by the Kejriwal government in Delhi. In the last 1 year, 2 thousand Wi-Fi spots have increased.

*Social Security and Welfare*

-> In the budget year 2021-22, monthly financial assistance was given to 3.10 lakh distressed women till December. In the budget year 2020-21, this number was 2.81 lakh.

*ECONOMIC SURVEY OF DELHI, 2021-22*

-> GSDP of Delhi has increased by 17.65%, over FY 2020-21 to Rs 9.24 lakh crore (approx), 50% increase in 6 years

-> Estimated growth of 10.23% in GSDP in the financial year 2021-22 while the national growth rate during this period is 8.9%

-> Growth of 16.81% in Delhi’s per capita income, 3 times more than India’s per capita income, Delhi’s per capita income in 2021-22 by Rs.4.02 lakh (approx.)
